KEYNOTE TALK by Faith G. Harper, PhD, LPC-S, ACS, ACN
Faith Harper, PhD, LPC-S, ACS, ACN is a bad-ass, funny lady with a PhD. She’s a licensed professional counselor, board supervisor, certified sexologist, and applied clinical nutritionist with a private practice and consulting business in San Antonio, Texas. She has been an adjunct professor and a TEDx presenter, and proudly identifies as a woman of color and uppity intersectional feminist. She is the author of the book Unf*ck Your Brain and many other popular zines and books on subjects such as anxiety, depression, and grief. She is available as a public speaker and for corporate and clinical trainings.
Shifting The Paradigm
Those considered by the justice system to be “offenders” are our forgotten trauma victims. While much of the rest of the treatment community has begun to embrace trauma-informed care, the justice system has not, due in part to its continued perpetration of trauma and focus on punishment instead of rehabilitation. Many of the continued (and deserved) criticisms of the justice system would be addressed within a framework that centered trauma-aware and trauma-informed care.

“Mothering Inside” – and a discussion with filmmaker Brian Lindstrom
What happens when a mother of small children is “put on a time out”? At Oregon’s Coffee Creek Women’s Prison, the Family Preservation Project helps inmates hone their parenting skills as it facilitates regular family visits. While imprisonment is hard on both prisoners and their families, Mothering Inside demonstrates that not all is lost when the prison helps sustain the parent-child relationship.
Shooting in a verité style, filmmaker Brian Lindstrom strives for unobtrusiveness as he records what he observes, uncovering the story along the way. Before our eyes, Lindstrom’s work morphs into a piece of advocacy.
Brian is joined in an after-film discussion with Lanetta Garner, who appears in the film, and Jessica Katz, Founder and President of the Family Preservation Project.

SESSION EIGHT
PSRB: Programs and Tools for the Legal Practitioner and Future Directions
Can a defendant avoid the State hospital following an insanity plea? Are there options other than traditional civil commitment following a GEI or DOC sentence? Can I get my firearm rights restored following a civil commitment? Do I have to register as a sex offender forever? The Psychiatric Security Review Board offers a variety of specialized programs that can greatly assist the populations you serve and uphold public safety. This interactive session will provide an overview of what the Board can offer Oregon citizens and will equip legal practitioners on all sides of the law with the tools necessary to navigate this complex and rarely used area of the law.
Alison Bort JD, PhD, serves as the Executive Director of Oregon’s Psychiatric Security Review Board and is responsible for the day-to-day operations of the agency. She serves on a variety of committees and workgroups toward improving Oregon’s forensic mental health system as well as the outcomes for justice-involved individuals and their families. She strives to be a useful resource and collaborative partner in this complex system and is available to provide tailored trainings and presentations to any agency, organization or individual interested in learning more about how the PSRB operates and can be effectively utilized.

Utilizing Invitational Learning Theory to Re-empower Who We Serve
Even the most client-centered theoretical approaches still operate on the assumption that the individuals we serve must be “motivated” to seek recovery, rather than being invited into a process of discovering potential. Invitational theory has been utilized within the educational system for decades and has the potential to be a unique framework for providing mental health and substance services, by clinicians and peer professionals alike.
Faith Harper is a clinician, author, and reform advocate based in San Antonio, TX. She spent decades in community mental health before moving into private practice. More information about her work can be found at her website theintimacydr.com.
Joseph Green is one of the few individuals within the state of Texas who is certified as both a peer and family recovery coach. He currently works on an assertive community treatment team, assisting individuals with navigating the criminal justice system.

SESSION TEN
Psychological or Neurological? Restorative or Palliative? Criminal Behavior in (Young Onset) Frontotemporal Dementia
In this session you will learn about a relatively unknown dementia type that can lead to criminal violations, and hear one family’s story of how the systems that are supposed to care, protect and serve has failed them numerous times for many years.
Challenges abound with this disease. Difficulty identifying in younger populations, insufficient testing methods and forensic evaluation, the person’s capacity to understand their actions, systems that maintain either a mentally ill or addicted programming mindset, and access to appropriate care and services, are just a few.
Melissa Fisher is an Ambassador for the Association for Frontotemporal Degeneration. Dr. Bruce Miller holds the A.W. and Mary Margaret Clausen Distinguished Professorship in Neurology at the UCSF Weill Institute for Neurosciences where he directs the Memory and Aging Center.
